REAA Sacramento presents Residential Highest & Best Use – New Laws & New Challenges

Highest & Best Use (HBU) Analysis that once was rather straight forward has become complex. Due to a lack of affordable & available housing, policy makers in local jurisdictions and state legislatures are adopting new regulations that can result in increased housing density from existing residential sites. California’s SB 9, Home Opportunity & more Efficiency Act(HOME) allows for an additional primary home on a one unit residential lot or a lot split of sites that previously could not be subdivided.
All appraisers in California need to take into consideration these laws implications when developing a highest and best use conclusion for all assignments. Highest and best use analysis in California is now more than just checking a box on a form. The course will discuss residential HBU, review of excess and surplus land on a residential lot, HBU when improvements are at end of useful or economic life, and case studies on HBU with SB 9 considerations.
